Since the latest update to the game, one that added end game content in the form of Incursions (the first of which being a horde mode of sorts) a number of easy exploits were discovered by players. Stuff that led to the game's rarest loot and gear being obtainable with very little effort. On the PC side of things The Division has also fallen prey to cheaters, where the Dark Zone slowly devolved into a game of legit players versus unbeatable cheaters. Ubisoft has now opened up about its plans to tackle it all, something that will hopefully fix things moving forward.
It's no secret that The Division is one of Ubisoft's largest investments in recent times, and a game that will receive additional content both paid and free throughout the rest of the year.
From the very beginning of development, our emphasis has always been on the player experience and how good we want it to be. We have great plans for the future of The Division, and for these to succeed we must make sure to provide a smooth high-quality experience. Unfortunately, the gameplay experience was recently impaired by in-game bugs and players violating the rules of the game. In order to bring back a better and healthier environment, we have taken new steps to address the situation.
So, what's to be done with those that don't play by the rules? For one thing better detection.
We have implemented new cheat detection methods that have allowed us to identify many more players currently using cheat engines in the game. We have already caught more cheaters in the last few days than we had in total during the previous weeks. As a result, we will be handing out the biggest wave of suspensions and bans to date over the course of the next few days.
Second, when cheaters are caught, we will now apply a suspension of 14 days on first offense (instead of the previous 3 day initial suspension). Second offense will always be a permanent ban.
And for those that use pre-existing bugs in the game to exploit and take advantage of broken systems, things will also change going forward.
Should new bugs be discovered, we will quickly confirm if these are considered exploits. All known exploits will be clearly listed in a public forum thread and across our various communication platforms. We want all players to be informed. This will ensure that those caught after an exploit was confirmed are aware of the consequences and actions that can be taken against them.
Second, sanctions will be implemented for players who repeatedly abuse exploits and will vary depending on the severity of the abuse, as well as the history of the player. Possible sanctions include character rollbacks, account suspensions and permanent bans. Those who encounter bugs during the normal course of play have absolutely nothing to worry about.

When the DLC launched, cause I was decked out mostly in high-end gear, my first gear score was 180 or so. Now it's on 190-ish based on completing the first incursion legit (on hard not challenging) and then buying plans and crafting armor pieces.
Now I people with a 220 gear score and it just feels like they cheated.

I wouldn't have thought consoles would have the access to cheats like on PC.
I've reported numerous occasions where some douche has 1 shot through walls and killed our entire squad.
They can instantly teleporting to locations that they have been to making it possible to come back to an extraction site and wipe anyone there.
They've named themselves things like "Ililillliilililllil" and variants to make it almost impossible to remember or write down unless you screenshot and meticulously copy it down.

built the baseofops up to about 60/40/40 with mostly the medical and tech wing upgrades
the weapons tech tree is not too bad, throw laser sights and mag/recoil compensators or egress silencers on most of the gear
the Super M shotty above level 10 is very nice, easily takes down goons with 3 or 4 quick shells even from distance. intsa fave
would play again
