This one's a little vague in terms of what it all means but SEGA is partnering with Microsoft to create massive games using the Azure cloud platform starting with a project it calls "Super Game". SEGA describes the shift as a "next-generation development platform", one that will help foster a global, online community through its IPs.

"We are very pleased to announce today that we are considering a strategic alliance with Microsoft to help develop SEGA's new “Super Game” initiative as well as build a next-generation game development environment," said Yukio Sugino, President and COO, SEGA Corporation. "By considering a strategic partnership with Microsoft, we seek to further advance our game development so that our titles can be enjoyed by fans all over the world; in this regard, we aim to build an alliance that utilizes both SEGA's powerful game development capabilities and Microsoft's cutting-edge technology and development environment."

This doesn't necessarily mean that SEGA is looking to shift its focus to the Xbox platform, it just means that it will be making full use of Azure for global development -- Microsoft's cloud infrastructure. Though in the meantime, with Xbox Cloud Gaming taking off odds are the new development will also lead to distribution through services like Xbox Game Pass.
