Hard disk space aside, these seem like fairly low system requirements.
2gb ram and 8800, that's kept 3 year tech in the game.

Yes, but remember you could actually run Quake 3 on a Riva 128 too, which was still current hardware. You just had to drop it to 512x384, drop all the detail down, and expect no more than 20fps.

Funny, the Steam Store page doesn't seem to show the Steamworks features, such as Steam Cloud, Achievements, and so on... It has me a little concerned about buying the game elsewhere.

But even the "Recommended" specs seem pretty low. These are normally the specs you need to run it with high detail ect.

Don't forget that we're talking about a game that runs at 60FPS on an Xbox 360 here.

In my experience, "recommended" game requirements are rarely enough to run games on high settings. These seem low, I doubt those recommended requirements would be enough to run this game at high at 30fps.

low specs are probably due to it being an onrails shooter.

Not surprised, if this runs at 60fps constant on consoles then it should run at 120fps +++ on 1 or 2 year old PC's.... and 60fps on 3 to 4 year old PC's.

They said the PC version is no different to the consoles in terms of graphics/tech, the only option PC players will get is AA and higher resolution (basic stuff).

I'm not expecting anything nice from these graphics.
