Unless you're playing the PS3 or Xbox 360 versions, then it will run at 30 FPS. In a new site detailing comparisons between the various versions of Metal Gear Solid V: The Phantom Pain, it looks like the only difference between the current gen and PC versions of the game will come down to resolution. Guess which platform comes out ahead?
PC of course! Which will be able to run the game at 4K (3840x2160) and at a maximum of 60 FPS. At the lower end of the spectrum (outside of the last-gen PS3 and Xbox 360 versions running at 720p) is the Xbox One, which will run the game at 900p. Which seems to be the norm for the console. PlayStation 4 will of course be in 1080p.
Phew! That's a lot of resolution nonsense-talk, but kind of important to people that like to experience games at the highest visual fidelity possible. In terms of how the game looks at a glance, the biggest take-away from the comparisons is that the game looks great across all platforms, even PS3 and Xbox 360. Now, obviously Konami would have picked the most flattering screenshots for each, but it's great to see the same level of quality no matter what piece of hardware the game is played on.

Competitive FPS 120+ is preferable. I've noticed in CS:GO that 300 or more fps is what you want to aim for to reduce input lag though that might be a source engine specific type thing?

The benefit of 144mhz monitor (and running at 144+ fps) is that the frame on the monitor is the most up-to-date as it can be. It makes things smoother and easier to track.
It wont make your commands any faster though.

People reckon they might get cheaper towards release as well.
Right now it is $60USD on steam.
GMG don't have any keys yet but they hope to soon, maybe that will make it $40USD with a code.
