In not-so-shocking news, DICE has revealed that their upcoming current and next-gen FPS Battlefield 4 will once again not be supporting mods for the PC version.
Speaking with
PC Gamer, DICE general manager Karl-Magnus Troedsson has said that the team are always asked this question from the PC crowd, however has once again answered no. According to Troedsson DICE "would like to see more player-created content, but we would never do something like this if we feel we couldn’t do this 100 percent."
"That means we need to have the right tools available, we need to have the right security around this regarding what parts of the engine we let loose, so to say. So for BF4 we don’t have any planned mod support, I have to be blunt about saying that. We don’t."
While Battlefield 4 won't have any mod support for the PC title, the general manager has said that DICE are looking to the future in regards to mod support. "When we think about Battlefield as a franchise, moving forward, it’s a big franchise. And we’re talking about this, almost as strategies for the company—where are we going, what are we trying to do with the franchise, et cetera. And this is definitely one of the areas that we have been discussing quite a bit."
Battlefield 4 will be available on PC, PlayStation 3 and Xbox 360 in late October. PlayStation 4 and Xbox One titles have not been dated.

This was to be expected. It's a shame, because I could just imagine how many great mods you could see from a game like BF3/4. In the end, if they have player created maps, who will buy their map packs!?

The BF games started strong and there's still plenty of mods for BF1942, BF2, BF2142 and now all we get is the canned excuse "we don't have the tools and security", Right I forgot they make their own game with Paint and Notepad.
The truth is they want to have control over everything. Back in the golden BF2 days not only you could mod the game but also host your own (unranked) server from your home pc. I'm not a big fps fan especially games like BF but I can imagine how these modders feel.
Then comes a company like CD Projekt RED and releases 6GB worth of Modding Tools for Witcher 2, now that's a company I truly respect and will give my money to.

Assuming that we can take this guy's word as truth then it's a potential positive that they are at least talking about it for the future. I just have to wonder how much of the businessmen at EA are not wanting this sort of thing thinking it would take away from DLC sales.

I think they are just pandering. I doubt we'll ever see mod tools in a future BF game. Ever.
Dev made maps are generally of a higher quality, but there is no denying that you can get some really polished player created maps and/or content. Just look at TF2/Dota 2/CS:S/GO. The Total War franchise too, mods for Elder Scrolls, etc. So much fantastic player created content.
The thing that will always make me love and support developers that let you mod their games is the potential for great stuff to happen. It may not be frequent, but when stuff like Counter-Strike, DayZ, etc happen you gotta admit, it's worth letting the community mod your game.

Mods would require giving file level access to BF4 servers, and that is not going to happen. Their entire anti-piracy strategy is based on not being able to play online with a pirated copy; allowing file level access to dedicated servers (either uploads or downloads) would be an unacceptable risk.

i don't see this as being an issue as most mods would be s***. Except for desert combat which i funnily enough never played and i played bf2 solid for like 2 years :/ 0.o

True but look at Arma 2 and Day Z, Arma 2 sold more units because of Day Z then before even the boxes in retail stores have the sticker promoting Day Z, Bohemia Interactive are now making money from Day Z by licensing their engine to them.
Skyrim and Steam Workshop allowed unlimited modding support, yet they still created DLC and sold the DLC content...
EA/Dice can do the same thing if they were smart and not sitting in a crater on Uranus.
edit Forgot to mention that BF2 had three Xpacs (DLC) which still sold, so they can do it they just choose not to, but I guess since they keep selling BF3/4 copies they don't care
