It's always sad when a good idea goes sour. It often happens, also, as a result of poor technology, a lack of time, or no real sense of polish and completion.

For Call of Juarez: The Cartel, it's pretty much all of the above. That isn't to say there isn't a decent idea here, and the game's three-player co-op is a great addition thanks to its nifty focus on making each and every human player go behind their friends' backs, buut it's just not enough to hold the game up in the modern shooter space.
