For quite a few months now Bethesda has been a little vague on what exactly the hold-up was in getting full mod support for the PlayStation 4 version of Fallout 4. Citing that they were in talks with Sony to try and resolve the issues of file sizes, sound, and textures, it looks like they've finally hit a wall in their continued discussions. And so over the weekend came the announcement that mods won't be coming the the PS4 versions of Fallout 4 or Skyrim: Remastered. And that Sony was the reason why.
It's a shame because with mods, Bethesda titles have enjoyed years of PC relevance long after their initial releases. Skyrim, for instance, doesn't really need any sort of remastered edition on PC thanks to continued mod support.

After months of discussion with Sony, we regret to say that while we have long been ready to offer mod support on PlayStation 4, Sony has informed us they will not approve user mods the way they should work: where users can do anything they want for either Fallout 4 or Skyrim Special Edition.
Like you, we are disappointed by Sony’s decision given the considerable time and effort we have put into this project, and the amount of time our fans have waited for mod support to arrive. We consider this an important initiative and we hope to find other ways user mods can be available for our PlayStation audience. However, until Sony will allow us to offer proper mod support for PS4, that content for Fallout 4 and Skyrim on PlayStation 4 will not be available.
We will provide an update if and when this situation changes.
It's pretty clear where Bethesda lays the blame here, but in the end it really is Sony's decision on how developers can utilize the PlayStation 4. Which means -- no Macho Man Deathclaws.
