With the assumption keeping the cost down is important, personally I would...

Make sure the motherboard has a M.2 NVME slot and swap the SSD 2.5 to a M.2 NVME (cost negligible)
Add a dedicated graphics card either 1650 super or 1660 super (cost +$300-400)
Reduce the CPU to the 9500 (cost -$50), the non-K CPU will come with a fan (cost -$60)

If price is still tight, drop the 960GB drive to a ~500GB (cost -$70)
