Steam have a special deal on all games from Rockstar this weekend - including Grand Theft Auto 4 - so if you're looking to save 30% on a bunch of cool games, might be worth a gander. The
news post on the Steam site mentions several games and then links to the
Rockstar catalogue, but I can only see GTA4 in there - your mileage may vary.

Also ones account isn't associated with where it was initially activated, it is associated to wherever it thinks it is, hence why proxies do work. So if you were in the US and you booted up your account, you would get US prices and games.

Also I would have thought the reason Steam doesn't offer it to Australia is due to licensing. Sure the developer gets money still but the licensed distributor doesn't. The only difference between this and normal piracy is that you can feel all warm and fuzzy knowing the people who created the game are getting paid, you are still breaking the law. Not only that but I'm sure a distribution deal would include an upfront payment to the developer that the distributor hopes to recoup through sales.
Not sure if piracy is a federal offence either, international fraud most certainly is.
